Overnight Russian aerial assaults targeted critical infrastructure, triggering hours-long power and water outages across Kyiv and its surrounding regions. The attacks occurred as rescuers continued to search for survivors in southern Ukraine, three days after a significant strike on the village of Komyshuvakha in the Zaporizhzhia region.
Authorities confirmed 37 deaths from the Monday attack on a school and shelter in Komyshuvakha, with an estimated 38 people potentially still trapped under the rubble. The death toll has risen, and specialists are working with relatives to identify victims through DNA analysis. Some bodies could not be visually identified.
In Kyiv, residents were advised to use public drinking water fountains, and emergency centers were established to provide hot tea and charging stations for electronic devices. The city's water utility company later reported that water supplies had been restored, and Ukraine's largest private energy company, DTEK, announced that emergency energy shutdowns in the capital had ended after repair teams stabilized the system.
Ukraine's air force reported that Russia launched 310 drones overnight, including 81 jet-powered models, and that 272 drones were downed or suppressed. On Tuesday, a large-scale Russian attack on power plants and substations across nine regions had resulted in power outages in several areas in and around Kyiv. The state-owned electricity company Ukrenergo stated that Russia had struck energy facilities more than 20 times in the preceding 24 hours.
These attacks on civilian infrastructure have been a recurring aspect of the war in Ukraine. Discussions among officials from the United States, Germany, France, Britain, NATO, and the European Union in Brussels were expected to focus on post-war security arrangements, reconstruction efforts, and economic opportunities. These talks precede a new round of U.S.-brokered peace negotiations.
Meanwhile, reports indicate that Russia's Ministry of Defense claimed to have shot down 709 Ukrainian drones overnight. Separately, a drone attack reportedly caused a fire at the logistics center of online retailer Ozon in Adygeysk, Russia, though no casualties were reported.
