Thurston County Commissioner Emily Clouse, a 31-year-old Democrat, is running for re-election in November 2026 amidst revelations about her turbulent personal history and a previously settled sexual harassment lawsuit.

In fall 2024, Clouse faced accusations in a lawsuit filed by her executive aide, Allyn Hershey. Hershey alleged that months into her first term, Clouse, who earns $148,000 annually, demanded sexual favors and exploited him by making him run personal errands. He claimed he felt pressured to comply due to his subordinate position, stating his entire job was to keep Clouse happy. Hershey was awarded a $300,000 settlement in January 2025 to resolve the lawsuit.

Following the settlement, Clouse was suspended, then reinstated and censured for her behavior. An independent investigation cleared her of sexual harassment but concluded she acted against the best interests of her constituents. The situation prompted Thurston County to implement new rules for maintaining professional boundaries between staff.

Hershey's lawsuit also stated that after he reported Clouse's alleged conduct to human resources, she attempted to fire him and falsely accused him of sexual assault. He further claimed that other officials sought to suppress his allegations. Hershey expressed distress over being placed on administrative leave, which he felt implied guilt.

Clouse, known for her distinctive personal style including tattoos, a septum piercing, and brightly colored hair streaks, has had two divorces before the age of 30. Her most recent marriage, to Wesley Scott Rainey, ended with a restraining order request from Clouse in October 2019. In court documents, Clouse alleged Rainey, a recovering alcoholic, exhibited intimidating and potentially violent behavior, and she feared for her safety and the state of their home. She also claimed Rainey was tracking her vehicle's location.

The divorce from Rainey was finalized in 2022. Clouse's first marriage, to Joseph Mapu in 2013, lasted only six months, ending while Clouse was deployed with the U.S. Army. Their divorce proceedings in 2014 involved a dispute over spousal maintenance, with Clouse criticizing Mapu's employment history.
