Consumers in Wales could see a price increase of up to 50 pence per drink and a reduction in product variety if the nation's deposit return scheme (DRS) faces further complications, according to industry representatives. The current situation in Wales has been described as a "complete and utter mess," with potential difficulties arising from differences between systems on either side of the England-Wales border.
William Watkins, chief executive of Radnor Hills, stated that the system needs to be consistent across both sides of the border. He also noted that Wales represents a small portion of the overall UK drinks market, which could lead some companies to deem supplying certain products there as "simply not worth" the effort.
Concerns have been raised about the timeline for appointing a deposit management organisation (DMO). Both the British Soft Drinks Association (BSDA) and drinks firms have indicated that ministers have a limited window, with only "weeks" remaining to make an appointment if Wales is to launch its scheme concurrently with the rest of the UK by October 1, 2027.
Currently, only one organization, Exchange for Change, has applied to be the DMO in Wales. This same organization is already contracted to manage schemes in England, Scotland, and Northern Ireland. The application window closed on June 2, but a decision has not yet been announced.
A key point of contention appears to be the number of reverse vending machines required. The Welsh government reportedly requires 3,500 machines to handle glass at the scheme's outset, whereas Exchange for Change's proposal suggests starting with approximately 100 suitable machines nationwide. Industry insiders have identified this discrepancy as a significant hurdle.
There is concern that there may not be enough time to design a separate Welsh system from scratch, which is a fallback option within the regulations if a DMO cannot be appointed. "We need decisions in the next few weeks if we're to have any realistic chance of getting a scheme up and running by October 2027," stated one source.
