The UK's Conservative party has pledged to introduce tougher legislation to address the issue of unauthorized traveler caravan sites. The proposal includes amending the Town and Country Planning Act if the party is elected.
Data from the Ministry of Housing, Communities and Local Government indicates a substantial rise in unauthorized traveler caravans. Ministry analysis revealed a 73% increase in such sites reported by councils across England between January 2020 and January 2026, with numbers growing from 2,860 to 4,950. A similar trend was observed in summer counts, which saw a 44% rise in caravans between July 2019 and July 2025, increasing from 3,113 to 4,471.
The Conservatives contend that leaving the European Convention on Human Rights (ECHR), a policy they announced in October, would empower them to tighten planning laws and curb the number of caravans established without official permission. This stance has been vocalized by figures within the party, including one whose constituency experienced the rapid development of a caravan site allegedly without consent in May.
"A small minority of travellers are breaking the rules, and all too often, it is going unpunished," stated a party representative. "This cannot be allowed to continue."
