Russian President Vladimir Putin told President Donald Trump during an hour-long phone call on Tuesday that Russia does not harbor hostile intentions to invade Europe, according to the Kremlin. The conversation focused on the conflict in Ukraine and the potential for improved U.S.-Russian relations if the war concludes swiftly.

Putin's aide, Yuri Ushakov, briefed reporters on the call, stating that Trump conveyed the desirability of a rapid end to the conflict, which he believes would open "impressive and far-reaching prospects for a full restoration of U.S.-Russian relations." Ushakov also reiterated that despite speculation, Putin has "no thought of aggressive plans against Europe."

The call occurred after U.S. envoys Steve Witkoff and Jared Kushner concluded visits to Moscow and Kyiv, aimed at advocating for an end to the war in Ukraine. Their diplomatic efforts did not yield an immediate breakthrough, though the White House praised their work in developing "substantive plans for next steps."

During the period of Witkoff and Kushner's visits, Putin ordered a temporary pause in targeting Kyiv, and Ukraine reduced its strikes to facilitate the peace negotiations. These diplomatic overtures followed a secret trip by CIA Director John Ratcliffe to Russia weeks prior, where he reportedly warned Russian intelligence counterparts against targeting NATO allies based on classified intelligence.

Trump described Ratcliffe's visit as a "semi-routine" check-up when questioned about the clandestine meeting.

Ushakov noted that Trump emphasized the significant economic benefits for both the U.S. and Russia if the war were to conclude soon.

The war in Ukraine has resulted in significant casualties, with estimates of 120,000 to 150,000 Ukrainian soldiers and 450,000 Russian soldiers dead. When accounting for injuries and missing personnel, total casualties are estimated to be around 1.6 million for Russia and between 525,000 and 625,000 for Ukraine.

U.S.-mediated negotiations between Russia and Ukraine have stalled, with Russia demanding territorial concessions, primarily in the Donbas region, which Kyiv has largely rejected. While both sides have indicated openness to further negotiations, no formal talks are currently scheduled.

Ushakov stated that the presidents plan to speak again as needed. The White House has not yet released its official readout of the call.
