Federal prosecutors have released surveillance video they allege shows Andrew Arrabaca, 43, carrying out an arson attack at 26 Federal Plaza in Manhattan. The building houses offices for the FBI and ICE, among other federal agencies.
The video reportedly shows Arrabaca, a U.S. Army veteran, in camouflage pants and a helmet. He is accused of firing fireworks toward pedestrians outside the building, dumping gasoline on the steps, and igniting it. Authorities stated that Arrabaca also fired a BB or pellet gun and threw a box of additional fireworks into the flames.
Federal officers apprehended Arrabaca at the scene. According to court filings, at least one person sustained a gash on the back of their head from explosive debris, and two others suffered minor injuries.
Assistant Director in Charge of the FBI New York Field Office James Barnacle described Arrabaca as an "anti-American, anti-government extremist." Barnacle stated that Arrabaca allegedly told investigators he was motivated by anti-government beliefs and a conviction that government authorities were harming people. He reportedly targeted the staircase because he knew it led to a busy entrance.
Authorities recovered several items from Arrabaca, including two axes, a hammer, a machete, three knives, six additional fireworks, and anti-ICE literature. His vehicle was also seized.
Arrabaca, who served in the U.S. Army from 2001 to 2005 as a missile system mechanic, does not have a prior criminal record. Voter records indicate he was registered as a Democrat and a member of the Working Families party.
Barnacle noted that the Federal Building has been a target for extremists in the past, despite being a highly secure location in Manhattan.
