Senate Majority Leader John Thune, R-S.D., delivered an emotional tribute to the late Sen. Lindsey Graham, R-S.C., remembering him as a unifying force within the Republican Party and a dedicated public servant.
"America has lost one of its greatest patriots. I have lost a dear friend. And the Republican Party has lost a champion," Thune stated on the Senate floor, emphasizing Graham's commitment to America's role as a global force for good. Thune recalled Graham's advocacy for both American hard power and soft power, including economic, diplomatic, and political solutions to global challenges.
Thune described Graham as a statesman whose counsel was sought by American presidents and world leaders alike, recognizing his undeniable influence on U.S. foreign policy. "He was a statesman, and he will be mourned the world over," Thune said. "I expect that nearly every living American president has taken advice from Lindsey Graham, whether they care to admit it or not."
Within the Republican Party, Thune characterized Graham as the "glue" that bound different factions together. "Lindsey was our glue. He spoke fluently to every corner of our big-tent party, and to those of us who had the privilege of serving with him, we were blessed to call him a friend first and a colleague second," Thune remarked. He also noted Graham's ability to bring levity to stressful situations, making him a sought-after colleague for social gatherings.
Thune praised Graham's transparency and conviction, stating, "When he was against you, he let you know. When he was on your side, he was your greatest ally." This direct approach, Thune explained, earned him respect.
Legislative Achievements
Thune specifically lauded Graham's significant legislative contributions, particularly his work on the Budget Committee. Graham and his team were instrumental in guiding three budget resolutions and two reconciliation bills through demanding, all-night "vote-a-rama" sessions. Thune noted that the frequency of these sessions in the current Congress was unprecedented in modern history and would not have been possible without Graham's persistence. "No Senate has ever held more vote-a-ramas in modern history, and that wouldn’t have been possible without Lindsey’s persistence and determination," Thune said. These efforts, he added, would provide greater national, economic, and financial security for Americans for generations.
Thune also highlighted Graham's dedication to the rule of law and an independent judiciary, stemming from his time as chairman of the Judiciary Committee. "His influence on the judicial system will undeniably last for generations. After all, virtually every judicial nominee for the last 20 years has had to withstand his questioning and work to earn his support," Thune stated.
Thune concluded by expressing personal gratitude for Graham's friendship and contributions, stating, "I am grateful for all the ways Lindsey gave to America and Americans. His mark on history and his impact on the conservative movement will be well documented, but I will be equally, if not more, grateful for the mark he left on my life."
