A group of women in Portland, Oregon, intervened when a man allegedly sexually assaulted multiple people in Council Crest Park, detaining the suspect until law enforcement arrived nearly half an hour later. The incident has amplified discussions regarding police staffing shortages in the city.

The alleged assaults began when a 28-year-old woman was preparing for a photoshoot. According to witnesses, the suspect, identified as 31-year-old Ayman Elkholy of Beaverton, grabbed her and made unsettling statements.

Allegations of Rampage and Intervention

Witnesses reported that Elkholy then proceeded to target several other individuals within the 43-acre park. His alleged victims included a 31-year-old and a 32-year-old woman, as well as a 74-year-old woman and her 45-year-old daughter. The latter pair were also accompanied by a German Shepherd mix, which barked at the suspect.

In response to the unfolding events, a group of women, including some of the alleged victims, confronted Elkholy. Reports indicate they physically detained him, with one victim describing the intervention as a collective pounce where they hit, punched, scratched, and pulled at him until police arrived.

Police Response and Department Challenges

Portland police confirmed they arrested Elkholy after being alerted to the situation. However, records show that nearly 31 minutes elapsed from the initial 911 calls to the police arrival at the scene. During this time, multiple calls were made from the park.

A spokesperson for the Portland Police Bureau cited significant staffing shortages as a contributing factor to response times. "Our officers (and dispatchers) work hard every day to respond as quickly as possible, but the reality is that our current staffing levels limit our ability to meet the level of service our community deserves," the spokesperson told The Oregonian.

Police Chief Bob Day has stated that the department lacks the necessary funding to hire additional officers. Two ballot measures scheduled for the upcoming November election aim to address these financial and staffing issues.

Suspect's Plea and Sentencing

According to court documents, Elkholy allegedly placed one woman in a chokehold during the incident and injured her jaw. He later told police he had been under the influence of LSD.

Elkholy pleaded guilty to three counts of harassment and one count of attempted strangulation. He received a sentence of two years of probation and 80 hours of community service. He has also been ordered to undergo evaluations for potential drug, psychological, or sexual issues. One of the victims expressed that the punishment was insufficient and had hoped for mandatory inpatient treatment.
