A North Carolina man is facing a murder charge after allegedly shooting his girlfriend as she drove on Interstate 77, an incident authorities believe stemmed from a proposed murder-suicide pact. J’Kobe Tre’shon Ramseur, 23, and Justice Wells, 19, were found with gunshot wounds inside Wells' vehicle on the Exit 35 ramp in Mooresville on Sunday, July 26, 2026, according to Mooresville Police.

Police responded to reports of a shooting around 4:30 p.m. and discovered the vehicle stopped on the ramp, with four bullet holes visible coming from inside the car. Mooresville Police Chief Ron Campurciani stated that dashcam footage showed the vehicle swerving erratically. "In fact, a tire pops off at one point because the car is being so erratic," Campurciani said.

Wells sustained a gunshot wound to the head, with the bullet passing through the driver's side window. Campurciani suggested that other shots indicated a struggle for the weapon. Ramseur sustained a self-inflicted gunshot wound to the temple.

Both individuals were transported to Carolinas Medical Center with critical injuries. Wells was pronounced dead at the hospital on Wednesday. Ramseur was initially charged with attempted first-degree murder, but the charge was upgraded to first-degree murder following Wells' death.

Authorities reported that Ramseur had been pressuring Wells via text messages throughout Sunday. The messages reportedly escalated to a discussion of a murder-suicide pact, though details were not released. Ramseur allegedly urged Wells to pick him up, with the final message sent approximately two hours before the shooting.

Investigators described the relationship between Ramseur and Wells as "tumultuous" and noted that reports of domestic violence involving the couple had surfaced in surrounding counties. Campurciani characterized Ramseur's actions as stemming from an obsession, stating, "It seems like the ‘if I can’t have you, nobody’s gonna have you’ type of deal."

Ramseur is also a person of interest in another ongoing investigation in the area, and officials indicated he is known to authorities in multiple counties. Campurciani issued a warning to others experiencing domestic violence, emphasizing that such situations tend to worsen over time.
