New York Governor Kathy Hochul has unveiled a comprehensive legislative proposal aimed at addressing the state's persistent housing crisis. The plan, dubbed "Housing Our Neighbors," seeks to boost housing construction, improve affordability, and streamline the development process across the state.

Central to the proposal is a set of reforms designed to encourage local governments to increase zoning density. The plan calls for mandating that municipalities allow for accessory dwelling units (ADUs), also known as granny flats, in single-family zones and require a minimum of 10% of new residential development to be affordable housing. It also aims to incentivize the construction of new homes by offering tax abatements and by establishing a $500 million statewide affordable housing preservation fund.

"We are facing an unprecedented housing crisis that is impacting every corner of our state," Governor Hochul stated during a press conference. "This comprehensive plan will not only help create more homes but also make them more affordable and accessible for working families and individuals."

The proposal also addresses commercial-to-residential conversions, with provisions designed to simplify the process of converting underutilized office buildings into much-needed housing. Additionally, it seeks to expedite the environmental review process for housing projects that meet certain affordability and density criteria.

This legislative push comes at a critical time, as New York continues to grapple with rising rents, a shortage of available units, and a growing homeless population. Housing advocates and industry leaders have largely welcomed the governor's initiative, though some express concerns about the specifics of implementation and the potential for local resistance to mandated zoning changes.

The "Housing Our Neighbors" plan will be presented to the state legislature for consideration as part of the upcoming budget negotiations. The governor has expressed optimism that the legislature will work collaboratively to pass the key components of the package.
