A 29-year-old man who identifies as a misogynist and has a history of violence against women has been issued a five-year Sexual Harm Prevention Order, prohibiting him from accessing incel forums and loitering near female toilets. Victor Valentine of Cheltenham was handed the order at Cheltenham Magistrates' Court on Monday, even though he has not been convicted of any sexual offenses.

The order restricts Valentine from using any internet-connected computers or mobile devices unless he notifies the police VISOR team within three days of acquiring a device and registers it. Any device used must retain its internet history, which cannot be deleted, and its location and data must be active at all times.

Valentine is permitted to own only one internet-access device and is forbidden from registering any account with incel-related chat rooms or forums. He must also make any device available for police inspection immediately upon request. The order further prohibits him from entering, using, or loitering near any female toilets, changing rooms, or women-only spaces.

Detective Sergeant Paul Howell stated that the order, in place until August 25, 2031, is a preventative measure to protect women and girls, noting that Valentine is known for his misogynistic hostility and violence towards women. He added that the order will limit Valentine's ability to explore his ideology and allow police to monitor his behavior in the community, thereby reducing his risk of further offending. Gloucestershire Constabulary considers tackling violence against women and girls a priority.

Breaching any conditions of the Sexual Harm Prevention Order could result in Valentine being arrested and facing a maximum of five years in jail.
