King Charles III has formally clarified that the Duke and Duchess of Sussex are not working members of the Royal Family, even after their return to the United Kingdom. The clarification was communicated through a letter of guidance from the King's senior official, the Lord Chamberlain, to stakeholders in the government, military, and representatives of the Royal Family across the country.

The letter, sent under the King's instructions, states that Prince Harry and Meghan Markle's royal titles remain in abeyance and they should be treated as private individuals. This guidance aligns with the couple's stated wishes to remain private citizens while in the UK and adheres to the principles of the 'Sandringham agreement' established in January 2020.

"It is well known that in January 2020 the Duke and Duchess stepped down from undertaking representative duties on behalf of the Sovereign, and are no longer working members of the Royal Family," the letter reads. "This position, distinct from the state and royal duties undertaken by the working Royal Family, and with the personal latitude it brings the couple in respect of financial independence and protection of their privacy as they would wish, will continue to be fully respected."

Consequently, the letter emphasizes that there is no change to the Duke and Duchess of Sussex's current status. Their styles as His and Her Royal Highness will continue to remain in abeyance and are not to be used. The charitable work undertaken by the couple is considered a personal matter, conducted in their private capacity, positioning them as private citizens with commercial and charitable interests.

Official and state organizations with questions regarding courtesies to be extended to the Duke and Duchess, especially where public funds might be involved, are directed to contact Buckingham Palace. Operational security issues are to be directed to the relevant police authorities. All administrative correspondence concerning the couple should be sent directly to their separate office, distinct from the Royal Household.

The guidance has been shared with the Duke and Duchess of Sussex. The letter was signed by The Right Honourable The Lord Benyon GCVO.
