A Hawaii Democratic congressional candidate, Kirill Basin, was arrested on two felony terroristic threatening charges following a dispute at Keawakapu Beach on Maui. The incident, captured on video, occurred days before Basin appeared in court.

The video shows Basin approaching a group of beachgoers, initiating an argument that escalated quickly. At one point, Basin can be heard saying, "I told him if he wants to go to the hospital, come here." The confrontation appeared to de-escalate briefly, but then resumed with Basin directing threats at another individual, including stating he would "put [her] in the ground" and "in the hospital."

The altercation intensified when another beachgoer, later identified as Kama Homan, approached Basin. According to Homan, who has mixed martial arts training, he intervened after observing Basin's increasing aggression. Homan stated that Basin shoved him, prompting Homan to strike Basin, who then fell over beach chairs.

Following the physical exchange, Basin reportedly regained consciousness and then charged toward Homan again. The criminal complaint alleges that Basin threatened multiple individuals during the confrontation, and a second felony count specifically accuses him of threatening Homan with a knife. Homan told Hawaii News Now that he recovered a 5-inch switchblade and turned it over to Maui police.

During his court appearance, a judge set Basin's bail at $1 million. He was ordered to have no contact with Homan and four other individuals. Additionally, if released, Basin must stay away from Keawakapu Beach and its parking lot, refrain from possessing firearms or ammunition, avoid drugs and alcohol, submit to random drug testing, and undergo a mental health assessment.

Basin was scheduled for a preliminary hearing. Fox News Digital reached out to Basin and his attorney for comment.
