A Republican candidate vying for a New York congressional seat has filed a First Amendment lawsuit against the Democrat-run city of Mount Vernon, alleging officials blocked his planned "voter outreach town hall." Joe Cinquemani, who is challenging Democratic Rep. Jamaal Bowman in the 16th congressional district, stated that the city has since backed off its initial claims of a "scheduling conflict" following the federal court filing.
Cinquemani claims in his lawsuit that the city initially prevented him from hosting the event at the Doles Recreation Center. According to Westchester County Board of Elections figures, Democrats significantly outnumber Republicans in Mount Vernon, with registered Democrats at 29,108 compared to 2,619 Republicans.
Mount Vernon’s corporation counsel had reportedly cited reasons other than Cinquemani’s Republican affiliation for the venue denial. Cinquemani has agreed that campaign signs or literature will not be present at the event. He indicated that GOP candidates, including gubernatorial hopeful Bruce Blakeman, would be invited to speak.
The town hall is intended to focus on issues facing Mount Vernon, a city that recently faced scrutiny over its deputy police commissioner, Jennifer Lackard, who was accused of aiding her son in a drive-by shooting incident. Cinquemani suggested that the city's residents feel "betrayed and abandoned" by their elected officials.
Initially, the case was adjourned by Judge Nelson Roman until October, with the court allowing the city time to permit Cinquemani to host the event. This development effectively nullifies the immediate need for the lawsuit. The town hall is tentatively scheduled for September 24.
Cinquemani faces a challenging election against Bowman in the November 4 contest. The 16th congressional district, which encompasses parts of the Bronx and Westchester County, is a solidly Democratic area, with state data showing 264,463 registered Democrats compared to 77,136 Republicans. Members of Congress serve two-year terms and receive an annual salary of $175,000.
