The FBI initiated an investigation into whether President Donald Trump was “wittingly or unwittingly” acting as a Russian agent following his 2017 dismissal of then-Director James Comey, according to documents released by the White House on Wednesday. The probe, code-named Oxferd Comma, stemmed from Crossfire Hurricane, the FBI's earlier inquiry into potential collusion between the Trump campaign and the Kremlin during the 2016 presidential election. Initially, the Trump White House cited Comey's handling of the investigation into Hillary Clinton's private email server as the reason for his termination. However, it was later disclosed that Trump fired Comey because the FBI director refused to publicly state that Trump was not a target of the Crossfire Hurricane investigation. Memos dated May 16, 2017, indicate that the opening of the Oxferd Comma investigation was approved by then-FBI General Counsel James A. Baker and Bill Priestap, the assistant director of the bureau’s counterintelligence division. The stated objective of the probe was to “determine if President Trump is or was directed by, controlled by, and/or coordinated activities with, the Russian Federation in a manner constituting a threat to the national security of the United States and/or a violation of federal criminal statutes.” The memo also noted that the investigation would seek to determine if Trump and others obstructed or conspired to obstruct any associated FBI investigation. While Trump was not personally under investigation for collusion with Russia during the 2016 campaign, his firing of Comey prompted questions about potential obstruction of justice. This led to a separate investigation headed by then-special counsel Robert Mueller, who is also a former FBI director. The Oxferd Comma investigation concluded on April 9, 2019, without any charges filed against Trump. The Mueller investigation ultimately found no evidence that President Trump or his aides had coordinated with Russia in 2016, although it did identify some contact between the campaign and individuals with ties to the Kremlin. Trump has consistently criticized the Crossfire Hurricane and Mueller probes, labeling them a “witch hunt” and asserting that government agencies were being weaponized against him. He has also accused the FBI of targeting him and frequently referred to Comey as a “dirty cop.”
