A former Bucks County deputy sheriff in Pennsylvania is facing charges for allegedly taking secret photographs of naked men in his custody and sharing them with colleagues and civilians, according to the District Attorney's office. Ryan Gaffney, 46, was fired from the sheriff's office in June and subsequently charged on Monday with multiple offenses, including official oppression and obstruction of government administration.

Authorities allege that Gaffney took one of the nude photos on January 30 while executing an arrest warrant at a home. During the arrest of a man who was reportedly experiencing a mental health crisis and was naked from the waist down, Gaffney allegedly covered his body-worn camera. However, another deputy's body camera captured Gaffney using his personal cellphone to photograph the man.

Prosecutors claim that Gaffney later showed the image of the man's genitalia to female civilian employees at the Bucks County Criminal Justice Center and texted it to two personal contacts. A forensic analysis of his phone revealed a second nude image of a handcuffed male prisoner lying on a bed, taken on December 26, 2024. Gaffney allegedly sent this image to 12 different personal contacts on four separate occasions.

During an interview with investigators, Gaffney reportedly made false statements and attempted to mislead them by providing selective screenshots of his photo library. A court-authorized search of his phone later uncovered the alleged lewd photographs.

Bucks County District Attorney Joe Khan stated at a press conference that Gaffney's conduct was "a disgrace" and "a betrayal of the trust" placed in him by the sheriff and taxpayers. He emphasized the public's need to trust that law enforcement officers will respect the dignity of individuals, especially those at their most vulnerable.

Gaffney's attorney, Paul Lang, issued a statement asserting that there is "far more to this case" than the public narrative suggests and that Gaffney deserves the presumption of innocence and due process. Gaffney is scheduled for a preliminary hearing on August 10.
