A former CIA agent has alleged that evidence suggesting Chinese military units attempted to interfere with the 2020 U.S. election was deliberately downplayed and concealed by elements within the intelligence community. The agent shared declassified emails with the Daily Mail that appear to show internal disputes over the assessment of China's activities.

Former President Donald Trump, in a primetime address, reiterated claims that China engaged in the "largest compromise of election data in history," alleging the illicit acquisition of 220 million American voter files. Trump contended that the Chinese government sought his defeat in the election due to his administration's imposition of tariffs.

However, a National Intelligence Council report declassified subsequent to the election characterized China's activities as "low-level" and confined to "exploratory steps." Trump's appointees at the Office of the Director of National Intelligence also stated that Beijing had considered interfering but ultimately refrained. The declassified files do not contain evidence that past votes were altered, and the intelligence community has assessed that foreign attempts to influence national election outcomes would struggle to achieve the scale necessary to change a result, given the decentralized nature of U.S. elections.

Internal Disagreements Over Intelligence Assessments

The former CIA agent asserts that the intelligence community "put their thumb on the scales" to bury findings. According to the agent, "snippets of those emails that go back and forth" reveal analysts debating how much of the China threat to downplay. The agent stated that Trump "demonstrated there was real evidence that was purposely withheld from the executive by elements within the IC."

One declassified email chain details a December 2020 dissent from a National Intelligence Officer who argued that China had conducted an election-influence operation targeting the vote. This view was attached as a minority opinion to the broader community assessment.

Nikki Floris, of the FBI's Counterintelligence Division, reportedly pushed back against elevating this dissenting view, calling it "an absolute red line for the FBI." Floris also objected to characterizing Beijing's actions as an intention to sway U.S. candidates, stating in an email, "The IC has repeatedly stated, based on a body of intelligence, there is no evidence of said intention, though we note there was an awareness of this potential effect."

Floris further questioned claims that China may have encouraged U.S. protests, writing, "There is no evidence of this in the reporting... This is highly misleading and a misrepresentation of the underlying reports."

Resurfacing and Reassessment of Intelligence

The declassified documents reportedly show how intelligence community members were "already politicizing raw intelligence." The dissenting assessment from 2020 resurfaced a year later, apparently with increased credibility. An email from a National Intelligence Officer for Cyber in December 2021 flagged a new intelligence report attributing similar activity to "the Chinese military" and identifying it as an election-influence unit tied to Beijing.

In 2020, the intelligence community had stated it did not know who was behind such activities. The same officer questioned the shift in assessment, writing, "We should consider how this looks and on what logical, non-partisan basis the IC makes calls one way or the other." The officer pointed out the apparent similarity between Chinese government efforts described as promoting "China's interests" and activities in the U.S. labeled as "issue influence" but not election-related, noting "It's the same personnel doing the same kind of activity."

The former agent, who served under four administrations before retiring during the Biden era, expressed disbelief that "your own CIA would work against you on something... or change the evidence to work against you."

White House spokesman Davis Ingle commented, "President Trump and millions of Americans agree that we must have integrity in our elections, otherwise we have no country at all. Congress should immediately pass the SAVE America Act."
