Circle, the company behind the USD Coin (USDC) stablecoin, has launched a new blockchain platform named Arc, which CEO Jeremy Allaire believes is its most significant development to date. Launched on September 16, Arc is envisioned as a foundational operating system for the global economy, designed to facilitate a range of financial activities, including payments, lending, and trading.

Allaire described Arc as being built to meet the specific needs of the financial system, emphasizing features such as dollar-denominated fees, near-instant final settlement, built-in compliance, and operational trust for regulators. He foresees a future where machines, unlike humans, will not tolerate dormant money, paving the way for continuous, automated economic transactions.

The platform has already garnered support from over 100 institutional and ecosystem partners, including major financial entities like BlackRock, Standard Chartered, Mastercard, Visa, and Intercontinental Exchange, which serve as founding validators.

Regarding regulation, Allaire clarified that blockchain networks are essentially technology services and open software protocols, not inherently regulated entities. Regulation, he explained, applies to the activities conducted on these platforms, similar to the internet. A key challenge has been addressing regulatory concerns about decentralization and finality in transactions. Arc, Allaire stated, is designed to meet the stringent standards expected by central banks and financial regulators, ensuring transactions are final and the infrastructure is trustworthy.

The Agentic Economy and Future of Trading

Arc's launch is seen as a precursor to what Allaire terms the "agentic economy," a convergence of AI and economic infrastructure. This evolution, he predicts, will fundamentally reshape how businesses operate. The process involves digitizing traditional financial contracts into tokens, making them programmable, much like USDC has enabled programmable money. This programmability extends to financial instruments, transforming them into executable code.

Allaire anticipates that tasks currently performed by trading desks will increasingly be handled by AI agents acting on behalf of individuals, companies, or financial institutions. He noted that technological advancements are occurring at exponential rates, making it difficult for humans to fully grasp the speed of change.

Circle's Long-Term Vision

Allaire, who co-founded Circle 13 years ago, views the company as being in its nascent stages, despite its substantial business presence. The initial decade was dedicated to establishing programmable money and scalable internet-based dollar digital currency. With USDC now mature, Circle is shifting focus to developing comprehensive platforms for what Allaire projects will be a 10-15 year maturation period for these emergent economic operating systems. He believes these systems will transform corporations into pure software entities, with their economic activities—money, contracts, governance—managed by software machines and human work decomposed into agentic tasks.

Quantum Resilience and AI's Role

Circle is also addressing the looming threat of quantum computing by building quantum-resilient infrastructure. Allaire compared the impending arrival of quantum computing capabilities to the Y2K concern. He highlighted two key areas: securing existing infrastructure like USDC against quantum vulnerabilities and building new infrastructure, such as Arc, with post-quantum cryptography from the outset. Allaire suggested that AI might accelerate the timeline to quantum computing's development by assisting in scientific advancements.

Entrepreneurial Philosophy

Reflecting on his career as a serial entrepreneur, Allaire emphasized the importance of deep conviction and a belief in bringing significant change to the world. He acknowledged the inherent skepticism faced by founders and the prevalence of setbacks, stressing the need for perseverance. Allaire also highlighted the value of openness, transparency, and clear communication regarding strategy and financial status, particularly in the early stages of a business. He also stressed the importance of evolving organizational structures and focusing on mission, values, and culture to build a healthy company organism.

Advice for Early-Career Professionals

For individuals starting their careers, especially in the age of AI, Allaire offered encouragement. He cited the example of his son, who, without a formal tech background, immersed himself in learning agentic systems and found significant new opportunities. Allaire advised young professionals to master AI tools relevant to their domain interests, as these tools can provide "superpowers" and create unprecedented individual agency. He has shared this message with Circle employees, framing the integration of AI as a major career opportunity.
