Riverside police have arrested a Southern California foster parent accused of sexually abusing children, and detectives are seeking additional victims who may have information about decades of alleged abuse.
Edward Sepulveda, 68, of Moreno Valley, was arrested July 17 and booked into the Robert Presley Detention Center on multiple felony sexual abuse charges. He remains in custody on $1 million bail, according to the Riverside Police Department.
The investigation began September 24, 2025, when detectives received a report of a history of sexual abuse involving a child. As the investigation progressed, authorities identified three additional victims, bringing the total to four active cases.
The alleged abuse occurred approximately 24 years ago. Victims were children at the time and lived at a residence in the 600 block of Highlander Drive in Riverside, as well as various locations in Moreno Valley.
Investigators learned that Sepulveda was a foster parent who had cared for approximately 90 children over the years. Police have contacted Child Protective Services and other agencies to help locate these former foster children. The alleged victims included both boys and girls.
Authorities stated that Sepulveda was married when the alleged abuse took place, and his wife has been interviewed as part of the investigation. No information has been released indicating whether she is considered a person of interest or was involved. Sources indicated the alleged victims were young children.
Given the number of children Sepulveda fostered and the identification of additional alleged victims, police believe there may be others with information or who may have been victimized.
"Detectives believe there may be additional victims or individuals with information related to this investigation," Riverside police said in a statement.
Anyone who believes they were victimized by Sepulveda or has information relevant to the investigation is encouraged to contact the Riverside Police Department’s SACA Unit at 951-353-7945.
