Alameda County will pay $12 million to the estate of 8-year-old Sophia Mason, who died in 2022 due to severe child abuse and neglect, following a settlement approved by the county's Board of Supervisors. The agreement resolves a case highlighting significant failures within the county's Department of Children and Family Services (DCFS).

An independent investigation commissioned by the county revealed that DCFS received eight separate reports concerning Sophia between 2014 and 2021. Investigators determined that a February 2021 report alleging physical abuse was not adequately investigated. The settlement, finalized on Tuesday, also mandates the public release of the investigation's findings.

Sophia Mason's body was discovered in a locked bathroom at her mother Samantha Johnson's home in Hayward, California. Merced police Lt. Joe Perez stated that the child suffered from physical abuse and malnutrition, and at times was forced to live in a backyard shed. Her mother, Samantha Johnson, pleaded guilty to voluntary manslaughter and child abuse and received a sentence of 15 years and 8 months.

Sylvia Johnson, Sophia's grandmother and the sole heir to her estate, will receive the settlement. Carly Sanchez, attorney for Sophia's grandmother, emphasized that no amount of money can replace Sophia but expressed hope that the settlement ensures her memory is honored beyond her case file.

As part of the agreement, a public memorial bench will be installed in San Felipe Community Park in Hayward. Supervisor Lena Tam, who chairs the board's Social Services Committee, stated that Sophia Mason deserved protection and a full life, expressing sorrow for the loss and what might have been. The settlement aims to acknowledge the county's acknowledged failures in protecting the child.
