An occupational therapist has been cautioned for professional misconduct after admitting to outraging public decency in a public park. Lilia Feddag was arrested after a 12-year-old girl witnessed her and a man engaging in sexual activity on a park bench near a playground in Arnold, Nottinghamshire.
The incident occurred on May 5, 2024, in King George V Recreation Ground, which is adjacent to Arnold View Primary School. The child reported the incident to Nottinghamshire Police after observing the couple. Witnesses also indicated that other children were present in the vicinity and that the pair had been challenged by members of the public before moving to another area to continue their actions.
Upon arrival, officers noted that both Ms. Feddag and the man appeared intoxicated. Ms. Feddag admitted to the offense when questioned by police, stating, "Because we had sex." She subsequently accepted a police caution for outraging public decency.
In written evidence submitted to a Health and Care Professions Council tribunal, Ms. Feddag expressed deep remorse, particularly for the involvement of children as witnesses. She acknowledged that her excessive alcohol consumption on that date compromised her judgment, leading to unacceptable behavior. "Coming to terms with the fact that children were exposed to my behaviour has been especially painful," she wrote.
Ms. Feddag stated she has since made changes to ensure her judgment is not compromised again and is currently abstinent from alcohol. She described the incident as a "one-off lapse" that was out of character and expressed lasting regret for the distress caused.
The misconduct panel ruled that a suspension from her profession would be disproportionate. Instead, Ms. Feddag was issued a 12-month caution order, which the panel stated would provide her an opportunity to reflect on her actions and ensure they are not repeated.
