Decarlos Brown Jr., 34, has been identified as the man accused of fatally stabbing 23-year-old Ukrainian refugee Iryna Zarutska on a Charlotte light-rail train, and court and law enforcement records show he is a member of a family with numerous prior arrests and convictions.

Prosecutors have filed federal charges against Brown in connection with the August attack, and authorities said video of the incident showing Zarutska bleeding for minutes drew widespread attention. The footage, which circulated online, reportedly captures Brown saying, "I got that white girl." Attorney General Pam Bondi said prosecutors will "seek the maximum penalty" for the crime.

Police and court records reviewed by news outlets show Brown has at least 14 prior arrests and a recorded history of mental illness; he has been described in reports as having schizophrenia. Authorities say Brown was released from jail in January after being cited on a written promise to appear following an incident in which he was charged with misusing the 911 system amid what officials described as a mental-health episode. Several months later, on the same light-rail service that his brother once used while fleeing police, Brown allegedly stabbed Zarutska.

Investigative records reveal a pattern of criminal activity among Brown's immediate family. His brother, Stacey Brown, was involved in a 2012 killing of a 65-year-old man and fled on the Charlotte light rail, according to charging documents. Stacey pleaded guilty in April 2014 to second-degree murder, two counts of armed robbery, assault with intent to kill and breaking a motor vehicle, and was sentenced to 27 to 36 years in prison, the Mecklenburg County district attorney's office said. While incarcerated, Stacey has received dozens of disciplinary infractions, including for assault with a deadly weapon, fire-setting, theft and tampering with locks.

Brown's sister, Tracey Vontrea Brown, 33, has a criminal record that news reports say includes convictions and arrests for larceny, felony conspiracy, vehicle theft, resisting public officers and shoplifting. She was most recently arrested in 2024 on charges described in court records as felony conspiracy, shoplifting and misdemeanor larceny. Court files show the family patriarch, Decarlos Brown Sr., also has an arrest history dating to 1990 for alleged breaking and entering, felony conspiracy, larceny and possession of a weapon on a university campus.

Family criminal histories were identified through publicly available court records and law enforcement documents, according to reporting. The records provide context to a case that has ignited debate about public safety, mental health and criminal justice responses.

In custody recordings released by relatives, Brown has reportedly offered inconsistent explanations for the attack. His sister disclosed an audio of a jail call in which Brown denied speaking to the victim and suggested external forces influenced him, saying material had been placed inside his body by the government that compelled him to act. Those claims have not been corroborated by investigators.

Zarutska, a 23-year-old who had come to the United States as a refugee from Ukraine, died after the attack, officials said. Her death prompted criticism from community members and public officials over bystander response as video of the incident spread online.

Authorities have said the investigation is ongoing. Federal prosecutors have taken the lead on charges announced by Pam Bondi, who said the slaying was "a direct result of failed soft-on-crime policies" and pledged to pursue the harshest penalties allowed. Defense and prosecution filings outlining specific counts and evidence remain pending in federal court.

Local law enforcement agencies and federal prosecutors declined to provide additional comment beyond charging statements as the case proceeds. Court dates and further hearings have not been publicly scheduled, according to available court calendars.
