A 16-year-old boy wanted in connection with the fatal shooting of a Penn State University student and the theft of his phone has been apprehended in Colorado. Authorities located Azzubair Outen-Fleming in Colorado Springs on Wednesday, nearly a month after he was identified as a suspect in the murder of 22-year-old Billy Schmidt.
Outen-Fleming's arrest followed the detention of his stepfather, Donte Abdulmalik, 35, who faces charges including hindering apprehension, obstruction of justice, and tampering with evidence. Investigators allege that Abdulmalik aided Outen-Fleming in fleeing Pennsylvania and concealing himself in Colorado, a distance of over 1,500 miles.
The teenager was discovered at a relative's home. After initially denying his identity, he was taken into custody by the US Marshals Service Colorado Violent Offender Task Force. Outen-Fleming is currently being held at the Zebulon Pike Youth Center pending extradition to Philadelphia.
Authorities have offered a reward of up to $30,000 for information leading to the apprehension of a second suspect, 16-year-old Kaiseem Smith, who remains at large. Smith is described as being approximately 4 feet 10 inches tall. The District Attorney's Office indicated that both teenagers are expected to be charged as adults with offenses including murder, criminal conspiracy, and robbery.
Billy Schmidt, a student entering his fourth year at Penn State University, was shot and killed around 1:30 a.m. on June 6. He was walking home from a watch party for the NBA Finals when he encountered two masked individuals. Surveillance footage captured the incident, showing Outen-Fleming appearing to take Schmidt's phone and then punch him before searching his pockets. The suspects allegedly knocked Schmidt to the ground.
Witness accounts and video evidence suggest that Smith was seen with a gun. Prosecutors stated that Smith pulled a gun from his back pocket and fired a fatal shot into Schmidt's chest. The two suspects are then seen discarding their hoodies and masks before fleeing the scene in an SUV. At the time of their departure, both were reportedly wearing white t-shirts.
Schmidt was transported to Penn Presbyterian Medical Center, where he was pronounced dead approximately 17 minutes after the shooting. His father, William Schmidt, expressed his grief and the unbearable nature of living near the crime scene, stating that the loss of his son over a phone is "abhorrent" and "unbelievable."
Information regarding Kaiseem Smith's whereabouts can be reported to the Philadelphia Police tip line at 215-686-TIPS (8477) or the US Marshals Service tip line at 1-877-WANTED-2.
