A plastic surgeon has offered to perform a penis enhancement procedure free of charge for Michael Phillips, a 38-year-old North Carolina man who claims to have the world's smallest penis. Dr. Robert Dorfman of Beverly Hills said he would provide the $20,000 procedure, stating he was moved by Phillips's story.

Phillips claims his erect penis measures only 0.38 inches, which he says makes it difficult to urinate and has impacted his confidence and independence. He recently launched a GoFundMe campaign to fund surgery and injections to increase girth and improve restroom function, citing daily frustration and embarrassment, particularly when traveling.

However, Phillips later withdrew the GoFundMe, citing concerns about potential risks such as loss of sensation or erectile function. Dr. Dorfman is now looking into alternative injection treatments. Phillips has previously described his difficulties, noting that a micropenis is medically defined as an organ less than 2.67 inches long when stretched. He also mentioned the negative effect his condition has had on his desire to meet new people, especially women.

Phillips had previously considered pursuing a Guinness World Record for his condition, though it remains unverified. In a social media video, a woman claimed Phillips had sent her an unsolicited image of his penis during an online dispute after he insulted her weight. Phillips stated he sent the image to demonstrate that she shouldn't mock people and to show her what she was making fun of.
