A 23-year-old Ukrainian woman who had fled her homeland was fatally stabbed on a Charlotte light rail train on August 22, police said, in an attack captured on video that shows a man approaching and attacking her from behind.
Charlotte-Mecklenburg Police identified the victim as Iryna Zarutska and the suspect as 35-year-old Decarlos Brown Jr. Brown was arrested soon after the incident and charged with first-degree murder; a judge denied him bond and he remains in custody, authorities said.
Surveillance footage released by investigators shows Brown sitting behind Zarutska after she boarded a South End light rail train. The video depicts him watching her for several minutes, taking what appears to be a blade from his pocket, standing, and then striking the seated 23-year-old. Zarutska was seen holding a phone when she was attacked.
After the assault, the footage shows Brown leaving a trail of blood as he walked through the train and then removing his shirt. Other passengers in the car did not immediately intervene, according to the video. Authorities located and arrested Brown shortly thereafter.
Police and prosecutors said Brown has a prior criminal record, including an arrest for assaulting a relative. Court records and law enforcement statements describe a lengthy rap sheet but provide limited detail on his prior convictions. He has been formally charged with first-degree murder in the killing.
Zarutska’s family posted a message on a GoFundMe page saying she arrived in the United States in 2022 “seeking safety from the war” in Ukraine and was “hoping for a new beginning.” The family described their heartbreak and asked for assistance with funeral and related expenses.
Charlotte-Mecklenburg Police continue to investigate the circumstances leading up to the attack and the timeline of events on the train. Officials have not released additional details about what may have prompted the assault or whether Brown had any prior contacts with transit authorities.
The fatal stabbing drew swift attention in local media and on social platforms after the surveillance video circulated, renewing concerns about public safety on transit systems. Police urged anyone with additional information or who witnessed the incident to contact investigators.
Authorities have not reported any other victims connected to Brown in the wake of the August 22 incident. Court proceedings are pending, and prosecutors have filed charges that carry the state’s highest penalties. Further hearings will be scheduled through the Mecklenburg County court system.
The killing adds to a series of high-profile violent incidents on public transit systems in U.S. cities in recent years, prompting transit authorities and law enforcement agencies to review safety measures. Charlotte’s light rail system carries thousands of riders daily; officials have said they will work with police to assess security and prevention strategies.
Zarutska’s death is under active investigation, and police asked anyone with video or information to come forward as they build the case for prosecution. The family’s GoFundMe remains active as they make arrangements and seek support following the loss.
