Karnell Kelly, 25, has been identified as the man who died in hospital after entering the Grand Union Canal near Notting Hill Carnival. The incident occurred in west London.
The Independent Office for Police Conduct (IOPC) is urging the public to come forward with any information or video footage that could assist their investigation. This includes footage from members of the public, nearby properties, boats, and barges.
Amanda Rowe, IOPC director of engagement, stated, "Our thoughts are with the family and loved ones of Karnell Kelly and everyone affected by his death. We need to independently establish the exact circumstances of this incident given that he has died following an interaction with police officers."
The IOPC also advised against speculation regarding Kelly's death.
Hundreds of thousands of people attended the Notting Hill Carnival over the weekend, which was celebrating its 60th anniversary. During the event, the Metropolitan Police reported making over 600 arrests. The celebrations featured people in costumes and steel bands moving through the streets.
