FIFA Proposes $3.4 Billion Boost for Global Football Development
World football's governing body aims to significantly increase funding for development projects over the 2027-2030 period.
Fifa is set to propose a $3.4 billion increase in funding for football development initiatives worldwide. The plan, which would double the level of planned distribution for the 2027-2030 period, is scheduled to be presented at a Fifa council meeting on Thursday.
This proposal comes at a time when the organization faces scrutiny following its president Gianni Infantino's controversial Fifa Forward Enterprise (FFE) plan, which aimed to sell stakes in major competitions to private investors. The FFE plan drew significant criticism, with European football confederation Uefa, Concacaf, and the Asian Football Confederation questioning Infantino's leadership.
In September, Uefa and Concacaf jointly called on Fifa to allocate at least $10 million from its cash reserves to each of its 211 member associations. Responding to these calls, Infantino, who is seeking a fourth term as president in March 2027, indicated his support for the "greatest level of additional funding that can responsibly be delivered."
Fifa's current budget allocates $2.7 billion for distribution to member associations, confederations, regional bodies, and certain non-Fifa affiliated organizations. The proposed additional funding from reserves would supplement this amount. The breakdown of the proposed distribution includes:
- $25 million per member association
- $99 million for each of the six continental confederations
- $8.25 million for each of the 13 zonal or regional associations
- $1.1 million for 100 member associations to support travel and equipment solidarity
The funding distribution would adhere to specific terms: one-third allocated to women's and youth football development, one-third to infrastructure with equal access for women's and youth football, and one-third for general projects.
The full plan, detailing eligibility, application, approval, disbursement, control, and audit requirements, is expected to be finalized by the Fifa council at its December 2026 meeting. Final approval will be sought from the 77th Fifa Congress in March 2027.
