Zelenskyy Hosts Regional Summit Amidst Escalating Russian Strikes
Leaders from eight nations convene in Ukraine to bolster cooperation as a wave of Russian attacks claims lives and sparks fires across the country.
Ukrainian President Volodymyr Zelenskyy convened a summit of eight regional nations on Friday to deepen cooperation, while simultaneous Russian strikes across Ukraine resulted in casualties and fires. The meeting, dubbed the “Carpathian Eight” and including Ukraine, Romania, Serbia, Poland, Slovakia, the Czech Republic, Austria, and Hungary, along with European Union involvement, comes as U.S.-mediated peace talks have stalled.
Summit Focuses on Regional Cooperation Amidst Threats
The summit, held in the western Ukrainian ski resort of Bukovel, aimed to strengthen ties and foster cooperation on security, energy, logistics, cross-border economic ties, and support for local communities. Zelenskyy described the initiative as a “significant beginning” for regional collaboration.
The gathering took place against a backdrop of heightened concerns over Russian hybrid threats, including sabotage, cyberattacks, disinformation, and potential drone incursions into NATO territory. Polish Prime Minister Donald Tusk had warned of potential Russian hybrid strikes using drones or rockets targeting European countries that support Kyiv.
Some nations attending the summit, such as Poland and Romania, have been strong supporters of Ukraine, while others, including Hungary, Serbia, and Slovakia, have withheld direct military aid. The European Commission has called for a NATO-like mechanism to better respond to hybrid attacks attributed to Russia.
Meanwhile, Russia’s Foreign Ministry summoned the British Chargé d’Affaires to protest the UK's increased supply of drones and weapons to Ukraine, characterizing it as an attempt to prolong and escalate the conflict. Russia stated that any British military facilities in Ukraine used to strike Russian territory would be considered legitimate targets.
EU Financial Support and Russian Attacks
Ukraine announced it had received a 3.3 billion-euro tranche (approximately $3.8 billion) from an EU financial support package intended to bolster its defense capabilities, including the purchase of missiles and drones. This funding comes as Ukraine faces a projected budget deficit of around $27 billion for the year.
Overnight, Russian strikes resulted in casualties and damage. Two people were killed and two injured in the Zhytomyr region, where fires broke out in warehouse and production buildings. Rescuers faced repeated air raid alerts while working to extinguish the blazes. In the Kharkiv region, an electric train was attacked, killing one person and injuring six. Another Russian drone strike destroyed a shopping complex in Zaporizhzhia, injuring one.
Russia’s Defense Ministry claimed its air defenses intercepted numerous Ukrainian drones over Russian regions and Crimea. The ministry also stated that Russian forces conducted overnight drone strikes on Ukrainian ports, vessels, and logistics facilities, including a bulk carrier and a logistics facility near Odesa reportedly used for storing military cargo.
