The social media platform X, formerly known as Twitter, has uncovered a large network of approximately 200,000 inauthentic accounts originating from China that were conducting influence operations within the United States. These operations pushed coordinated online narratives, including opposition to artificial intelligence (AI) and data center development.
X's Global Government Affairs account stated that within the identified network, about 200 accounts specifically posted content aimed at manipulating discussions around American AI and energy policy. The posts from these accounts asserted that AI data centers were increasing household electricity prices and straining the national power grid. Additionally, some accounts disseminated AI-generated cartoons that depicted data center developers profiting at the public's expense, with captions such as "Data centers get subsidized while we foot the bill!" and "The AI industry is booming, but the costs are being borne by ordinary people."
This discovery coincides with a broader national discussion concerning the rapid advancement of AI and the infrastructure required to support it. Critics of AI development highlight concerns about environmental impact, rising electricity costs, and potential decreases in neighborhood property values associated with data centers. Conversely, proponents argue that such development is crucial for national security and economic growth through job creation.
Earlier in the year, OpenAI reported banning a group of ChatGPT accounts, believed to be from China, that were engaged in a covert influence operation targeting U.S. audiences. These accounts also generated content similar to that found on X, claiming that data centers and AI were escalating electricity demand and costs.
The findings come as political figures weigh in on the AI debate. Former President Donald Trump suggested the AI industry needs improved public relations, noting a Gallup poll indicating majority opposition to data centers in local communities. He emphasized the economic benefits of data centers, including jobs and tax revenue, and warned that communities refusing them would be left behind.
Senator John Fetterman, D-Pa., has voiced concerns that China benefits from an "overreaction" to AI in the U.S., particularly regarding "AI doomsdaying," as both nations compete for dominance in the AI industry. Fetterman stated that "AI supremacy and energy dominance underpins our national security."
X's Global Government Affairs team affirmed that the platform takes seriously any attempts to undermine its integrity and suspends accounts violating its Authenticity policy. The platform stated its commitment to maintaining an open and authentic space for public debate.
