A recently widowed Vietnam veteran, George Barr, 75, faces murder charges in connection with the shooting death of Salis Hanrahan, 20, an alleged member of a "traveling conman fraud group." The incident occurred last Wednesday at Barr's Philadelphia home.
According to neighbors and police sources, Hanrahan, who was reportedly in the U.S. illegally, was part of a construction team hired to install new vinyl siding on Barr's property. Barr, a retired firefighter, had reportedly paid a $5,000 down payment for the work. Neighbors told the Daily Mail that Hanrahan and his team began demanding escalating sums of money, leading to tensions. One neighbor recounted Barr's complaint about a hole appearing in his roof shortly before the shooting.
Police sources indicated that Hanrahan subsequently demanded $70,000 for the completed work, a figure significantly higher than the estimated cost for such renovations. The Department of Homeland Security identified Hanrahan as a member of the "Traveling Conman Fraud Group," an organization recognized by the FBI as a criminal enterprise. This group is known to target homeowners with low initial estimates for construction work, later demanding more funds and sometimes performing substandard or unnecessary work.
Barr, who lost his wife Angela last year, was reportedly advised by a relative to remove the workers from his property after discovering the damage to his roof. A dispute then allegedly led to the fatal confrontation inside Barr's home, where he is accused of shooting Hanrahan with a rifle. Hanrahan reportedly stumbled onto the street and died before paramedics could revive him.
Neighbors described Barr as a private man who had lived in the neighborhood for 45 years without incident. They expressed shock at his alleged involvement and many indicated support for him in the wake of his arrest. Following the shooting, Barr is said to have walked his dog before being apprehended by police upon his return home.
Hanrahan, who hailed from Essex, England, was reportedly denied a visa due to his alleged affiliation with the criminal group. His wife, Roseann, who is in England with their young daughter, has expressed her grief online, with no suggestion she is linked to her husband's alleged activities.
A white Chevrolet Silverado truck, believed to be Hanrahan's, remained parked outside Barr's home days after the incident, with its presence serving as a reminder of the violence. The unfinished siding on Barr's house also remains a visible sign of the unresolved construction project and the fatal altercation.
Barr was arraigned on charges including murder, possession of an instrument of crime, and recklessly endangering another person. It is unclear if he has entered a plea. A spokesperson for the UK Foreign, Commonwealth & Development Office confirmed they are supporting Hanrahan's family and are in contact with local authorities.
