Virginia Senator Lillie Lucas Indicted on Drug Trafficking, Money Laundering Charges

Virginia state senator Lillie Louise Lucas was indicted Thursday on eight counts including drug trafficking, money laundering, fraud, and firearms charges. The U.S. Department of Justice alleges that the 82-year-old lawmaker orchestrated a multi-year scheme to enrich a criminal marijuana enterprise, known as 'the Lucas Enterprise.'

Lucas, who has served as a Virginia state senator since 1991, is among seven individuals indicted in the racketeering scheme. The indictment states she led the enterprise with a group of friends and family, including her two daughters, Lisa Lucas Burke and Theresa Lucas Lamb, and her grandson, Ryan Eichelberger.

According to Attorney General Todd Blanche, Lucas allegedly used her position as Chairwoman of the Senate Finance and Appropriations Committee to shield the enterprise from criminal scrutiny and to influence legislation for financial gain. "The charges alleged in this indictment reveal the behavior of a public servant who put her own financial interests before the people she was elected to serve," Blanche said in a statement.

The FBI stated that the enterprise involved the acquisition and distribution of over 100 kilograms of marijuana, as well as the laundering of proceeds from drug sales. Lucas also served as the president pro tempore of the state senate since 2020, presiding over the senate in the lieutenant governor's absence, and chaired the Senate Finance and Appropriations Committee since 2024.

"Louise Lucas has served in a position of public trust in the Commonwealth of Virginia for over three decades," Blanche added. "Our federal prosecutors will continue to be guided by the facts and evidence that led a grand jury to indict Ms. Lucas and her alleged co-conspirators."
