Viral Video of Teen Assault in India Sparks National Outrage and Political Debate

A disturbing video showing a teenage girl being sexually assaulted and her male friend beaten by a group of men in India's Bihar state has ignited widespread public anger and intensified political debate surrounding women's safety.
The incident occurred on September 19 in the Jamui district, involving two minors who were reportedly stopped while taking photographs after attending a coaching institute. Footage that circulated widely online depicts the students pleading to be released, while the boy is seen being physically assaulted and the girl is subjected to inappropriate touching.
Three suspects, also minors, have been apprehended, and a special investigation team has been formed to identify and arrest other individuals involved. Police initiated an investigation after the video went viral, tracing the victims using a vehicle's registration number visible in the footage. Statements were recorded, and a case was registered following a written complaint from the girl, invoking India's Protection of Children from Sexual Offences Act (Pocso) and relevant sections of the criminal code.
The response from some government officials has fueled public outcry. Bihar minister Shravan Kumar's remarks that "sporadic incidents keep happening" and that "the world is not entirely free of crime" drew sharp criticism. Similarly, Umesh Kushwaha of the governing Janata Dal (United) faced backlash for calling the cases "isolated incidents." Kushwaha later stated his remarks were misrepresented and promised action.
Opposition leaders have used the incident to question the state government's efficacy in ensuring women's safety. Rahul Gandhi, a leader in the Congress party, described the footage as "deeply disturbing" and attributed the assault to a patriarchal mindset of "patriarchy" that seeks to control women's bodies and choices. Tejashwi Yadav, the opposition leader in Bihar, expressed shame and accused the government of failing to provide adequate security.
Ministers from Bihar's governing coalition have defended the administration's law-and-order record, asserting that those responsible will face stringent action. Shreyasi Singh, a legislator from Jamui, called the incident a "shame to society" and urged for the swift arrest of all perpetrators.
National bodies have also intervened. India's National Commission for Women has called for the identification and arrest of all involved parties and an impartial investigation, requesting a report from Bihar police and urging measures to protect the victims' privacy. The Bihar State Women's Commission has also sought information from district authorities regarding the ongoing actions.
