Victims 'Grossly Failed' by Bail Decision for Sex Offender, Commissioner Says

Victims and their families were "grossly failed" by the court system that granted bail to a sex offender and allowed him to repeatedly return to his home, which overlooked a playground he targeted, London's victims' commissioner has stated.

Zafer Dogan, 32, from Enfield in north London, was sentenced to two years and four months in prison on Thursday for taking thousands of photographs of children and using artificial intelligence software to alter them. Andrea Simon, the victims' commissioner, told BBC Radio 4's Today program that the case demonstrated that "the justice system did not centre victims" and called for a multi-agency review.

"I think victims and their families were grossly failed by the decision to allow this paedophile to return to an address where he was overlooking a playground near to his victims," Simon said. "The case [shows that] the justice system just does not centre victims."

Simon indicated that the repeated granting of bail, despite police and prosecutors opposing it multiple times, suggests that capacity pressures on prisons are not being balanced against the impact on victims' lives. "We seem to be lurching from one crisis to another, and victim safety and their rights seem to be put to one side, as the justice system struggles," she added.

London's policing commissioner, Sir Mark Rowley, echoed Simon's criticism, calling it "unfathomable" that Dogan was ever granted bail.

A government spokesperson stated that the law is clear, asserting that bail "should only be used where necessary and proportionate, including to protect victims."
