Utah Campus Security Lapses Detailed in Review Following Charlie Kirk's Death

An independent review has identified several security shortcomings at Utah Valley University (UVU) where conservative activist Charlie Kirk was killed last year, according to a report published by UVU. The review found that the university did not conduct a proper written security assessment or prepare an event action plan, delegating key decisions for the event to Kirk's organization, Turning Point USA.

Kirk, 31, was shot from a rooftop on September 10, 2025, while addressing attendees in a campus courtyard. The report states that Kirk's aides insisted on an outdoor venue, overriding concerns from campus officials who subsequently failed to adequately assess the risks.

University officials had expressed concerns in August 2025 about holding the event in a courtyard surrounded by tall buildings and suggested alternative, indoor locations. However, a Turning Point representative insisted on the courtyard, citing familiarity with the site. Despite "significant protective operations considerations," no documented line-of-sight assessment was completed during the planning process, the external consultants noted.

The review also highlighted deficiencies in coordination between university police and Kirk's private security team. A planned meeting between the university's police chief and Turning Point security shortly before the event did not occur. The reviewers described the absence of a joint security briefing and walk-through as a missed opportunity to identify risks, clarify responsibilities, and consider additional security measures.

Despite these findings, the review concluded that no university employee or representative acted in bad faith or demonstrated "willful and wanton disregard" for safety. Kirk's family has previously accused the university of serious security failures and has filed a wrongful-death notice, a precursor to legal action. Their lawyer, Brett Parkinson, stated that the independent report validates the family's concerns and called for accountability from UVU leadership and law enforcement.

Turning Point USA referred to Parkinson's statement when asked for comment. The review offers numerous recommendations to improve security for major campus events. UVU President Jon Anderson stated that the university must learn from the review's findings and implement its recommendations.

Previous reports indicated that campus police failed to employ security procedures commonly used for high-profile events, such as using drones to monitor rooftops or conducting security screenings like bag checks and metal detectors. Kirk was shot in the neck shortly after noon while debating UVU students about mass shootings. He was taken to the hospital but later pronounced dead. The alleged shooter, Tyler Robinson, has pleaded not guilty to aggravated murder and is facing the death penalty.
