US Warns Americans in Russia of Limited Help Amid Plague Concerns

The State Department has warned U.S. citizens in Russia that its ability to provide assistance is "limited" due to concerns over a potential pneumonic plague outbreak in Siberia. The warning comes as reports surface of a plague research lab technician's death in Irkutsk.

The U.S. Embassy in Moscow issued a health alert stating it is aware of press reports concerning suspected pneumonic plague in the Irkutsk region, which led to the death of an individual and subsequent hospital closures. "We continue to track the situation closely," the alert read.

The embassy reminded Americans that the U.S. government has "limited ability to help U.S. citizens in Russia, especially outside of Moscow." It further cautioned that U.S. government personnel may encounter additional travel restrictions to certain regions due to health and security concerns.

Russia remains under the State Department's highest-level travel advisory, a Level 4 "Do Not Travel" warning issued in December due to security risks, including the possibility of wrongful detention. The department reiterated its strong advice against any travel to Russia for U.S. citizens.

Secretary of State Marco Rubio had previously described the situation as "cause for focus" but not alarm, noting that limited information has been provided by Russian authorities regarding the incident. Pneumonic plague, which can spread through the air and is fatal if not treated promptly, has prompted neighboring countries like Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan to increase infection control measures and testing.
