US-Ukraine Alliance Strains as Trump's Stance Shifts on Russia and Zelenskyy
Former President Donald Trump's recent actions and statements have created new friction in the U.S.-Ukraine relationship, potentially benefiting Russia.
The alliance between the United States and Ukraine is experiencing significant strain, marked by recent decisions from former President Donald Trump that appear to favor Russia and undermine Ukrainian President Volodymyr Zelenskyy.
Trump's relationship with Zelenskyy has been inconsistent, contrasting with his frequently expressed rapport with Russian President Vladimir Putin. Current dynamics suggest the U.S.-Ukraine relationship is at a new low, raising concerns about tipping the war's balance in Russia's favor and potentially impacting American security interests globally.
"At this moment in time, things look blacker than they ever had regarding this administration’s policy towards Russia and Ukraine," said John Herbst, a former ambassador to Ukraine. He noted that Trump's approach can be unpredictable, suggesting a potential shift back toward a more supportive stance is possible.
Trump has publicly criticized Zelenskyy and pursued policies that benefit Putin. This has led to accusations from Ukraine's president of feeling betrayed. However, Trump has a history of shifting his stance, as seen previously when he reportedly criticized Zelenskyy in the Oval Office but later expressed a positive relationship.
These recent actions have drawn criticism from lawmakers in both parties, particularly ahead of pivotal midterm elections. Trump's openness to a meeting with Putin and Chinese leader Xi Jinping to negotiate an end to the war, suggesting someone else should negotiate for Ukraine, has been met with skepticism.
Furthermore, Trump decided to waive sanctions on Russia that Congress had overwhelmingly passed to support Ukraine. This move followed an announcement of a deal to import Russian diesel fuel, intended to address high gas prices. Critics argue this will aid Russia without significantly impacting global fuel prices.
Adding to the complications are disruptions in satellite support for Ukraine's military drone operations, provided by SpaceX. While SpaceX's Starshield service is crucial for Ukraine's communication and drone capabilities, reports indicate speed restrictions have hampered Ukraine's ability to intercept Russian drones. Elon Musk, SpaceX's chief and an ally of Trump, stated that Starshield is controlled by the U.S. military, and any limitations are decided by them. Trump, however, has denied ordering such restrictions.
Secretary of State Marco Rubio confirmed Ukraine's need for Starshield access and stated the Pentagon controls it, though the military has not publicly commented on its involvement. Zelenskyy has also noted the lack of early warning for Russian attacks on Ukraine's energy infrastructure, which he linked to the waiving of sanctions and reduced pressure on Russia.
Some analysts suggest Trump's actions might be an attempt to appease Putin, possibly over concerns that Russia could increase support for Iran. Fiona Hill, a former Russia adviser to Trump, posited that Putin may be calling in a favor related to Russia's drone technology supply to Iran, which could pose a threat to U.S. assets.
Trump himself has expressed concerns about Russia's potential to assist Iran, stating he wants to prevent that. The political fallout from these developments is significant, with bipartisan criticism emerging from lawmakers. Moderate Republicans, like Rep. Brian Fitzpatrick, have called for investigations into the Starshield disruptions.
Senators Richard Blumenthal and Thom Tillis organized a call with Zelenskyy and bipartisan lawmakers, where Ukraine's need for air defense systems and delayed missile deliveries were discussed. Senator Roger Wicker urged Trump to consider a deal exchanging a halt to attacks on Russian energy infrastructure for U.S. targeting assistance against Russian missiles.
Regardless of future congressional control, lawmakers are expected to oppose any deal Trump might strike with Russia and China regarding Ukraine. Analysts believe the U.S. holds significant leverage over Putin but is not currently utilizing it effectively.
