US Must Foster Data Center Growth for AI Leadership, Expert Argues
A proposed 'American AI Infrastructure Compact' seeks to balance community concerns with the need for robust data center development to compete globally.
The United States faces growing opposition to data center development, with over 200 communities enacting moratoriums or restrictions on new facilities. This trend, coupled with state-level pauses and the stalling of numerous projects, threatens America's ability to lead in the artificial intelligence (AI) era and maintain economic competitiveness against foreign adversaries, according to Doug Kelly, chief executive officer of the American Edge Project.
Communities have raised valid concerns regarding the impact of data centers on local infrastructure, including electricity demands, water supplies, noise, light pollution, and the overall effect of large industrial sites on nearby neighborhoods. They also question the benefits received in return for hosting these facilities.
To address these issues while enabling continued growth, Kelly proposes an "American AI Infrastructure Compact." This framework aims to protect communities by ensuring developers cover the costs associated with energy and infrastructure required for their projects, rather than shifting these burdens to existing residents and businesses. The compact also emphasizes responsible management of water use, noise, and light, alongside transparency and accountability mechanisms that give communities a meaningful voice in the process.
Furthermore, the proposed compact calls for measurable local benefits from major data center investments, including expanded tax bases, workforce development, and tangible community advantages. In return for developers meeting these standards, government entities would provide a clear and predictable path for project approval and construction.
Elements of this compact are already emerging. In March 2026, major data center developers signed the national Ratepayer Protection Pledge, committing to secure and pay for the power their facilities require. This initiative has seen participation from hundreds of utilities, developers, and states. Such arrangements have shown potential to benefit existing customers, with examples including a proposed rate reduction in Indiana expected to save households approximately $100 annually, and agreements related to Meta's data center in Louisiana projected to return roughly $2.6 billion to customers over two decades. NextEra Energy has also proposed significant bill credits for customers in Virginia, North Carolina, and South Carolina tied to new large-load demands, including data centers.
Historically, significant national infrastructure projects, such as the interstate highway system, faced delays due to cost-sharing disputes. Progress was achieved when a stable framework was established, providing certainty to all parties involved. The current push for AI infrastructure requires a similar approach with clear responsibilities and dependable rules.
The proposed compact envisions a scenario where communities receive enforceable protections and tangible benefits, while developers gain clear regulations and a predictable construction timeline. This, the proposal argues, will ensure America secures the necessary infrastructure to maintain its leadership in the AI era, creating a mutually beneficial outcome.
