The United States' ability to lead in artificial intelligence is at risk due to a lack of essential physical infrastructure, including data centers, power generation, and a qualified workforce. This shortfall, coupled with permitting delays and grid constraints, creates an opening for competitors like China to advance their technological capabilities.

This digital infrastructure, often overlooked by the public, is critical for everyday functions such as banking, healthcare, transportation, and national security. The authors argue that data centers are now part of a "Fifth Utility" – a network of compute, power, fiber, and digital systems essential for modern society.

"If we don’t build the infrastructure, China will," state the authors, emphasizing that AI leadership is not solely about software innovation but also the physical capacity to deploy it. They draw parallels to their own military experiences, where access to timely and reliable information was crucial for mission success, a principle they assert is directly applicable to the current technological race.

Historically, America has excelled at translating innovation into tangible infrastructure, from highways to telecommunications networks. However, current challenges, including slow permitting processes and grid limitations, are hindering the development of new power generation and transmission capacity, precisely when demand from AI and advanced computing is soaring.

While Washington debates AI governance, other nations are actively expanding their infrastructure to support its deployment. This underscores the need for a proactive approach to building the physical foundations necessary for technological dominance.

Local communities have a right to question the impact of data center development on power, water, land, and electricity rates. Developers are urged to engage transparently with communities and invest responsibly. Balancing community concerns with the urgent need for infrastructure development is presented as a necessary dual objective.

The shortage extends to the workforce, with a demand for electricians, line workers, technicians, and operators. The authors suggest that the approximately 200,000 individuals leaving U.S. military service annually possess valuable skills and discipline that could fill these critical roles, advocating for stronger pathways from military service into infrastructure careers as a national strategy.

Despite possessing the capital, energy resources, technology, and talent, the U.S. cannot afford to delay infrastructure development, as this advantage is not guaranteed. If America is to lead the digital age, it must begin constructing the necessary physical infrastructure with urgency.
