US and China Establish AI Safety Channel, Boost Military Communications
The two nations agree to create a mechanism for managing artificial intelligence incidents and accelerate efforts on crisis communication, alongside ongoing trade talks.
China and the United States have agreed to establish a dedicated channel for handling artificial intelligence-related incidents and to expedite work on military crisis communications, according to separate statements released on Saturday.
The agreements followed a three-day summit between leaders from both countries in Washington. While the summit did not yield major breakthroughs, the establishment of working groups and communication mechanisms is seen by some experts as crucial for preventing potential conflicts from escalating.
AI and Military Communication
Both sides will set up a communication mechanism to discuss the risks and benefits associated with artificial intelligence. An AI-specific dialogue is scheduled for November. Additionally, the nations agreed to sign a memorandum of understanding aimed at strengthening crisis communications and preventing crises between their militaries.
Trade and Economic Discussions
Cooperation on trade issues is also set to continue. The two countries will maintain efforts on a Board of Trade focused on selected bilateral trade matters. The White House stated that this board became operational this week. The leaders also agreed to extend a trade truce by two months. As part of this, China committed to importing at least 10 million metric tons of coal from the U.S. in 2027 and 2028. Reductions in tariffs are expected to apply to non-sensitive goods, including agricultural products and holiday decorations.
The U.S. also raised concerns regarding rare earths supply, with the stated goal of ensuring shipment levels return to appropriate levels. China had previously implemented export controls on rare earths in response to U.S. tariffs.
Other Agreements
Beyond AI and trade, the U.S. and China also found common ground on international issues. Both nations indicated that Iran should adhere to its commitment not to develop nuclear weapons. They also agreed that no country should impose tolls on international waterways, a statement referencing the Strait of Hormuz.
The U.S. welcomed China's decision to implement export controls on two additional precursor chemicals used in the production of fentanyl. Both sides acknowledged recent arrests made in fentanyl-related cases, indicating a joint effort to address the issue.
