Upgrades for U.S. Aircraft Carriers Face White House Scrutiny Amid China Concerns

The U.S. Navy's aircraft carrier fleet, a cornerstone of American power projection, is at a critical juncture regarding four key technological upgrades that could determine its edge over China's rapidly expanding naval capabilities. While carriers like the USS Abraham Lincoln return from combat operations in the Middle East, decisions made in Washington could impact the fleet's future readiness.

The potential for delays stems partly from White House directives that question or seek to revisit established advancements. One significant point of contention is the potential return to steam catapults, a move advocated by former President Donald Trump, over the Navy's new electromagnetic catapult system (EMALS). The EMALS, proven on the USS Gerald R. Ford with over 12,200 launches, offers faster recharge rates and increased sortie generation, allowing for a 25% surge in operations compared to older steam systems. France has adopted the EMALS for its next carrier, and China is reportedly developing its own electromagnetic catapult technology, suggesting the U.S. system is seen as the future.

Senator Roger Wicker, Chair of the Senate Armed Services Committee, has expressed strong support for continuing with EMALS, indicating broad backing for the technology within Congress and the Pentagon. Reverting to steam catapults could disrupt the complex industrial base of over 2,000 firms supporting carrier systems and cause significant delays in production.

Advancements in weapons elevators also face scrutiny. The new, faster elevators on the Ford carrier are rated for heavier payloads and move 50% faster than older models, crucial for rearming aircraft with modern, heavier munitions like the 1,500-pound Malice air-to-air missile. White House wavering on these systems could impede the Navy's ability to effectively deploy its latest weaponry.

The integration of drones into carrier air wings is another area of focus. The MQ-25 Stingray, a refueling and reconnaissance drone, is designed to extend the operational range of carrier-based aircraft. Future developments aim to include smaller, collaborative combat drones with enhanced weaponry and electronic warfare capabilities. The expansion of unmanned warfare has been a priority for the Pentagon.

Furthermore, the development of the Navy's sixth-generation fighter jet, the F/A-XX, is seen as vital for extending strike operations. With production of the F/A-18EF Super Hornet winding down and China already testing advanced stealth fighter prototypes, a timely decision on the F/A-XX is considered essential. Congress has urged the Pentagon to select a design and move forward, but delays are reportedly hindering progress.

Aircraft carriers offer unique strategic advantages, allowing for strikes without requiring permission from host nations. As China increases its carrier fleet, projected to reach nine by 2035 compared to the U.S. fleet of 11, maintaining technological superiority is paramount. Delays or reversals on these critical upgrades risk undermining the U.S. Navy's dominance and its capacity to counter potential adversaries.
