Inspectors from the U.N. nuclear watchdog visited multiple sites in Syria in August, conducting verification work that led to a confidential report detailing undeclared activities. The International Atomic Energy Agency (IAEA) stated in the report, circulated to member states and seen by The Associated Press, that it was "able to establish that the former Syrian authorities had failed to report nuclear material, facilities and activates as required under the NPT Safeguards Agreement."

Among the undeclared activities, the report identified a nuclear reactor under construction in Deir el-Zour, a fuel fabrication plant, and another site used for fuel storage. These developments occurred during the rule of former President Bashar Assad.

The findings underscore a violation of Syria's obligations under its safeguards agreement, which mandates the reporting of all nuclear material, facilities, and activities.
