Ukraine Reports Restrictions on SpaceX Starshield Service Amid Tensions with US

Ukrainian forces reported that their battlefield operations were temporarily hampered after experiencing limitations with SpaceX's Starshield satellite internet service, a military-grade system crucial for their operations. The restrictions, which affected devices traveling over 100 miles per hour, led to the failure of several military missions, according to Serhiy Beskrestnov, a military technology expert advising Ukrainian President Volodymyr Zelensky.

Beskrestnov stated that Ukrainian defense forces received no prior warning about the restrictions. He suggested the limitations were "related to the current political situation," though he did not elaborate. Zelensky, speaking from the U.K., expressed disappointment with the "difficulties" encountered with the Starlink services, noting his surprise at the developments in Ukraine's partnership with the U.S. He speculated that Starlink might have been slowed down intentionally, warning that lives could be lost if attacks continued without functioning satellite internet. While hoping the restriction was a "huge technical problem" at SpaceX, Zelensky also stated, "It was not a technical problem, it was the will."

SpaceX founder and CEO Elon Musk clarified that Starshield systems are distinct from Starlink and are controlled by the U.S. government. "Any limits on speed or usage are decided by the U.S. military and ultimately POTUS," Musk said on X. He added that Starlink is a commercial service limited to civilian or defensive activities and cannot be used for offensive military action.

A senior U.S. official told Axios that the Trump administration was not involved in the alleged Starlink limitations. However, the Ukrainian national news agency Ukrinform reported Thursday, citing sources within the Ministry of Defense, that "the work of Starshield in motion has resumed and continues." A Ukrainian official also confirmed to Axios that Ukraine's Starlink and Starshield satellite services had been restored to full capacity.

Starshield is a program developed by SpaceX that leverages the satellite and launch capabilities of Starlink, its commercial satellite internet network, to support national security operations. According to SpaceX, Starshield is designed for government use, focusing on Earth observation, communications, and hosted payloads. Mark Hilborne, a senior lecturer in defense studies at King’s College London, explained that Starshield builds upon Starlink's experience to provide military services. While satellite communications themselves are not inherently military technology, they enable militaries to communicate and maintain a real-time, multi-domain battlefield picture.

Both Starlink and Starshield utilize low-Earth orbit satellites, offering high-bandwidth, low-latency connectivity. Hilborne noted that Starlink has over 10,000 satellites, while Starshield uses a smaller, undisclosed number due to national security considerations. Todd Harrison, a senior fellow at the American Enterprise Institute, stated that contracting details for these systems are classified.

Starshield differs from Starlink in its services and intended use. Harrison described Starshield as offering military services that operate through Starlink, akin to different brands of cell phone providers using the same towers. Starshield includes additional capabilities for military operations, such as advanced encryption and satellite imaging, including radar imaging of the Earth, which offers advantages over optical pictures. Despite these distinctions, experts note that the separation between the two systems is not always clear due to their closely connected underlying technology and operations.

The Starshield technology has become critical to Ukraine's military operations. Hilborne emphasized that any restrictions could leave operators without necessary information for guiding missions, particularly for drone operations that rely heavily on communications for both offensive strikes and defensive responses. Harrison added that satellite-based communications offer advantages over other forms of battlefield connectivity, providing longer-distance communication across various terrains and possessing jam-resistant features.
