President Volodymyr Zelenskyy of Ukraine has dismissed Defense Minister Mykhailo Fedorov in a significant government reshuffle, a move that has sparked protests and exposed a deep-seated tension between a new generation of tech-focused reformers and the established military leadership.
Fedorov, 35, was Ukraine's youngest defense minister, appointed six months prior to his dismissal. He was widely credited with modernizing the nation's drone program and streamlining military procurement with anti-corruption measures. A former tech entrepreneur, Fedorov championed innovative drone technology that has significantly altered the battlefield and garnered international interest. He also took credit for restricting Russian access to Starlink satellite internet services and previously headed Ukraine's digital transformation initiatives.
Fedorov publicly accused General Oleksandr Syrskyi, the commander of Ukraine's armed forces, of obstructing necessary military reforms. Fedorov argued that the military establishment resisted changes required by the evolving nature of the war with Russia, emphasizing that new technologies have fundamentally changed warfare. His ouster was framed by protesters as Zelenskyy siding with the entrenched military establishment over a modernizer.
General Syrskyi, 60, has a long career rooted in a traditional, top-down command culture, having attended Moscow Higher Military Command School and served in the Soviet Artillery Corps. He played a pivotal role in key Ukrainian victories, including the defense of Kyiv in February 2022 and the Kharkiv region counteroffensive seven months later. Syrskyi, however, has faced criticism, including the nickname "Butcher" associated with his command during the protracted battle for Bakhmut, which resulted in heavy casualties. An investigation by the outlet Babel also detailed allegations of abuse and high casualties within the Skelia assault regiment, a unit reportedly closely linked to Syrskyi.
In response to the criticism, Syrskyi defended his conduct in a column for the Ukrainian military outlet Militarnyi, stating, "I’m not fighting the (defense) ministry. I’m fighting Russia." He asserted that the General Staff cooperates with any appointed minister, as the army's function is to follow orders.
The protests against Fedorov's dismissal saw participation from veterans and soldiers, many calling for a new generation of generals who prioritize soldier welfare. The deputy commander of the air force resigned, warning that the changes could weaken Ukraine's air defenses.
The political fallout poses a challenge for Zelenskyy, potentially opening him to accusations of removing a political rival and undermining his authority. Russian war bloggers have expressed optimism that the controversy could fuel infighting within Ukraine and weaken its military capabilities. Meanwhile, some Russian commentators acknowledged Syrskyi's success in building defensive lines that have halted Russian advances.
