UK Warns Academics of Chinese Espionage Risk Through Research Front
MI5 alerts over 100 academics to unwitting ties with Chinese intelligence agency via a front company.
More than 100 academics affiliated with British institutions have inadvertently aided China's espionage efforts against the United Kingdom, according to a public alert from the UK's domestic security service, MI5. The agency warned that continued engagement with the China General Technology Research Institute (CGTRI), which has strong ties to China's Ministry of State Security (MSS), could lead to legal repercussions for assisting a foreign state.
Security Minister Dan Jarvis stated that MI5's warning highlights attempts by Chinese intelligence agencies to leverage British academic research to undermine the UK's national security. He has written to all university vice-chancellors, urging them to cease collaborations with CGTRI.
MI5 reports that the primary objective of CGTRI is to fund academic research that directly enhances the MSS's capabilities for espionage. Academics have contributed to CGTRI-funded projects in areas such as artificial intelligence, cybersecurity, covert communications, and steganography, which involves concealing messages within other data. MI5 asserts that this activity supports MSS espionage, posing a threat to UK national security.
The security alert acknowledged that many academic institutions and individuals may have engaged with CGTRI in good faith, as the organization's link to Chinese state security was obscured. However, it strongly advises UK academic institutions to immediately review all current and planned collaborations with CGTRI to prevent the MSS from further benefiting from their research.
The public alert raises the possibility that British academics who do not heed the warning could face legal consequences. The National Security Act, enacted in 2023, introduced a new offense for individuals who assist a foreign intelligence service when they reasonably should have known they were doing so. Jarvis emphasized that this alert exposes efforts by Chinese intelligence to covertly exploit the expertise of UK academics, thereby compromising national security.
