UK Security Service Warns Universities Against Chinese Funding for Sensitive Research

The UK's domestic security service, MI5, has issued an unprecedented public alert to universities, warning them to cease collaborations and funding arrangements with entities connected to China's Ministry of State Security (MSS). MI5 has identified approximately 100 British academics accepting funding from the MSS for research in critical technological areas, including artificial intelligence, cyber-security, and covert communication systems. The security service stated that the primary purpose of these funding channels, such as the China Academy of General Technology (CAGT), is to enhance the MSS's technical capabilities for espionage.

MI5's alert emphasizes that academics and institutions may be unaware of the indirect funding links to the MSS, or may have engaged with these entities in good faith. However, the warning makes clear that continuing such arrangements could lead to prosecution under the National Security Act, with potential penalties of up to 14 years in prison for assisting a foreign intelligence service.

Security minister Dan Jarvis has formally written to all university vice-chancellors, instructing them to support staff in ending these arrangements. Jarvis stated that while international partnerships are crucial, the government will take robust action to defend against threats and disrupt harmful activities, utilizing the full force of the law. He highlighted that these covert attempts by Chinese intelligence aim to benefit from British academic expertise, potentially undermining national security and that of allies.

Reports indicate that Cambridge University has published research funded by CAGT, identified as an alias for the MSS-linked China General Technology Research Institute (CGTRI). Separately, two academics at University College London (UCL) co-authored a paper sponsored by the same body. UCL noted that while CAGT was listed as a funder online, it did not appear in the acknowledgments of the published journal article.

Security experts have expressed concern that universities, in their pursuit of funding, may inadvertently become conduits for foreign intelligence operations. The situation underscores a growing concern over the security implications of international academic collaborations, particularly in sensitive technological fields.
