UK Police Force Criticized After Revealing Abuse Victim's Address to Abuser

Staffordshire Police has been reprimanded by the Information Commissioner’s Office (ICO) after accidentally disclosing the home address of a domestic abuse victim to their alleged abuser. The incident occurred in March 2024, when the sensitive details were included in a Domestic Violence Protection Notice (DVPN), a legal tool designed to safeguard victims from violent attacks.

The alleged abuser was reportedly unaware of the victim’s address until it was provided in the document by police upon their release from jail. The ICO investigation revealed that the victim had moved homes multiple times to escape the abuse, and this blunder caused them significant distress.

Sally-Anne Poole, Head of Investigations at the ICO, stated that the notice intended for protection inadvertently placed the victim at risk, leading to fears of further relocation. "When someone comes forward as a victim of domestic abuse, they are placing their trust and their safety in the hands of the police," Poole said. "What might seem like a simple error, such as including an address in a document that didn't need it, can expose someone to real and immediate danger."

The ICO found that Staffordshire Police lacked appropriate measures to prevent such unauthorized disclosures, citing deficiencies in mandatory data protection training and DVPN issuance protocols. The force has since implemented improvements to mitigate the risk of future incidents. "This case is a reminder that getting the basics right is not optional," Poole added. "Every organisation must be doing everything necessary to protect the personal information in their care, especially where there is a known risk to someone's safety."
