The United Kingdom government has spent £6 million in taxpayer funds to clean up an illegal waste supersite in Kidlington, Oxfordshire. The Environment Agency stepped in to clear the site due to the "untenable risk to the public and the environment" it posed, a measure taken on an exceptional basis.
This cleanup is part of a broader national effort to combat illegal waste disposal. Prime Minister Andy Burnham announced plans last week to tackle waste crime nationwide and clear three more of England's largest illegal tips. In total, six supersites have been identified for cleanup using public funds, pending initial assessments. These include sites in Kent, Surrey, West Yorkshire, Lancashire, South Yorkshire, and Greater Manchester.
Environment Secretary Dame Angela Eagle stated that the government is taking "decisive action" after years of unchecked waste crime. The strategy involves increasing frontline officers and utilizing drones to apprehend offenders.
The government estimates that 20% of waste in England is managed illegally. Private landowners are typically responsible for the costs associated with clearing their land of dumped waste, a situation that has drawn criticism from organizations representing landowners. Gavin Lane, president of the CLA, which represents landowners, farmers, and rural businesses, called for stronger penalties, including vehicle seizures and financial recovery from criminals, to make waste crime unprofitable.
Charlie Coats, chairman of Highnam Parish Council, highlighted the inadequacy of current fines, noting that the income generated by waste criminals "dwarfs anything by way of any fine," thus providing no significant deterrent. The Environment Agency reported that outstanding confiscation orders are sometimes delayed by court processes or are still within the allowed payment period. The agency indicated that additional funds could be recovered if further information about offenders' assets emerges. Four arrests have been made in connection with the Kidlington site, but the individuals have been released pending the ongoing investigation.
