UK Chancellor Urged to Prioritize Business Growth Over Tax Hikes

The UK Chancellor faces pressure to shift focus from taxation to supporting business growth, with warnings that continued reliance on tax increases could lead to a 'generation of stagnation'. Wealth manager Rathbones has urged Chancellor John Healey to place business confidence at the forefront of his upcoming budget plans. The firm advocates for reforms to the business rates system and stamp duty on property transactions, while advising against the implementation of an annual wealth tax or increases to capital gains tax. Rathbones suggests boosting investment in British companies through pension funds as a more effective strategy for economic prosperity.

"The country cannot tax its way to prosperity and should instead focus on supporting business, investment and economic growth in the Budget," a Rathbones report stated. "Uncertainty and rising costs risk creating a generation of stagnation, without the enterprise and investment needed to strengthen the economy."

Echoing calls for fiscal reform, the Association of Investment Companies (AIC) has also called on Healey to outline a plan for the removal of stamp duty on share trading. The AIC cited research indicating that a significant majority of British investors, 74 percent, believe it is important to support the UK economy by investing in British companies. However, the current 0.5 percent stamp duty on UK-listed shares, which does not apply to foreign companies, creates a disincentive for domestic investment.

"We need UK investors to back the UK," said AIC chief executive Richard Stone. "Our research shows that investors do see the connection between the investments they make and the health of our economy. There is potential for the Chancellor to turn this economic patriotism into real money when he delivers his Budget this week. Setting out a path to remove stamp duty would make it an easier decision for UK investors to back home-grown companies and investment trusts."

These recommendations precede the Budget and follow numerous warnings from business leaders about the detrimental effects of rising taxes and increased operating costs on hiring and investment. Marks & Spencer chief executive Stuart Machin previously criticized government fiscal policies, urging a move away from what he described as "handcuffs on business."

Camilla Stowell, chief executive of Wealth at Rathbones, emphasized the challenge of restoring sustainable growth. "The central challenge facing the Chancellor is how to restore sustainable growth; the answer cannot simply be to keep asking businesses and individuals to pay more," Stowell said. "Economies need to grow out of high debt burdens, and that means backing the people, businesses and investment that create jobs, generate tax revenues and build prosperity across the country. Many are ready to invest, expand and plan for the future, but they need stability, confidence and a policy environment that rewards enterprise rather than constrains it."
