UK Chancellor Maintains Minimum Wage Disparity for Under-21s Amidst 3.9% Increase

Chancellor John Healey announced a 3.9% increase to the national living wage, raising it from £12.71 to £13.20 per hour. However, the announcement did not include a larger increase for workers aged 18 to 20, signaling a departure from the trend of equalizing minimum wage rates for younger individuals that began in 2024.

This decision appears to backtrack on Labour's manifesto pledge to eliminate age-based discrimination in minimum wage rates, a commitment that did not specify a timeline for implementation. Business groups have previously expressed concerns that rising wage mandates make it more difficult to employ younger staff, compounded by government increases to national insurance contributions.

Currently, individuals aged 18 to 21 are entitled to a minimum hourly rate of £10.85, while those aged 16 to 17 receive £8. The separate living wage in London stands at £14.80.

Labour's 2024 manifesto had stated an intention to 'remove the discriminatory age bands, so all adults are entitled to the same minimum wage, delivering a pay rise to hundreds of thousands of workers across the UK.' In June, a prominent Labour figure, Ms. Rayner, addressed the commitment, suggesting a need to adhere to election promises and work with the Low Pay Commission to achieve this goal.

Chancellor Healey acknowledged in a recent interview the existence of a 'trade-off between the level of the minimum wage and the employment rate,' expressing acute awareness of the potential impact on young people's employment prospects. The decision comes as nearly a million young people are classified as 'NEET' – not in employment, education, or training.
