UC Berkeley Sees Surge in Misconduct Reports, Few Investigations

The University of California, Berkeley recorded a significant increase in sexual misconduct reports in the last fiscal year, totaling 735. This marks a notable rise from previous years, which saw fewer than 600 reports each. In fiscal year 2025, only 53 of the 1465 cases that were closed proceeded to a formal investigation.

According to the university's 2025 annual civil rights report, many cases are closed after initial assessments due to factors such as the inability to identify complainants or a lack of response to outreach. Insufficient information can also lead to case closure.

"At Berkeley, we are committed to working with students to ensure that reports of misconduct are dealt with fairly and effectively, that students get the support they need and that those responding to complaints are treated with compassion," campus spokesperson Dee Mostofi told the Daily Californian. She added that the Office for the Prevention of Harassment and Discrimination evaluates whether alleged conduct violates university policies and if there is enough information to proceed.

This surge in reports comes amid heightened national scrutiny of how educational institutions handle sexual assault allegations. The student government at UC Berkeley has also expressed concerns regarding alleged staffing reductions and cuts to the PATH to Care Center, which offers confidential support to survivors of sexual harassment. Student representatives voiced worries that these reductions could impact the accessibility and quality of student support services.

Student advocate Reena Alsakaji noted that concerns have been raised about the reporting process, including delayed response times and questions about why certain cases are not pursued for investigation or why specific resolution pathways are chosen or not chosen. In the most recent fiscal year, the PATH to Care Center assisted 289 individuals and managed 1,152 appointments related to sexual harassment.

Other institutions in California have also faced scrutiny for sexual misconduct incidents. Cal State San Marcos reported four rapes in the first three weeks of the fall semester, and the University of Oregon dealt with five sexual assault incidents in its first week of classes.
